Below are the current ODFW regulations most relevant to spearfishing and foraging in Oregon. We update these regularly, and have also linked to the ODFW live updates page and the current 2026 Oregon Ocean Sportfishing Regulations Manual in PDF form. ⚠️ Current Recreational Saltwater Fishing Highlights

The following are key 2026 recreational saltwater fishing guidelines for Oregon. Always verify current emergency rules at myodfw.com before fishing — regulations can change mid-season.

Rockfish / Cabezon / Lingcod / Groundfish

 Yelloweye (bottom picture) and quillback rockfish (top picture): prohibited at all times and in all waters.

  1. General marine species: (rockfish, cabezon, greenling, skates, etc.): 4-fish daily bag limit per angler beginning January 1, 2026.
  2. Canary rockfish (below): 2-fish daily sub-bag limit per angler as part of the general marine bag limit, beginning January 1, 2026.
  3. Cabezon (below): 1-fish daily sub-bag limit as part of the general marine bag limit beginning July 1, 2026. Minimum length: 16 inches. No retention January 1 through June 30
  4. Lingcod: 3-fish daily bag limit per angler beginning January 1, 2026. Minimum length: 22 inches. Lingcod are not part of the general marine species bag limit.

Other Key Species

  • Spearfishing: Legal for most finfish in Oregon ocean waters. Prohibited species include salmon, steelhead, and sturgeon. No spearfishing within 100 yards of a fish ladder or hatchery. Divers must display a dive flag.
  • Halibut (Pacific): Quota-based season — openings announced by ODFW. Monitor alerts closely as seasons can close early. 
  • Dungeness Crab: Open year-round for recreational take in most ocean areas. Limit: 12 crab per day. Males only, minimum 5¾ inches across the shell.
